Begin originally from Quebec, I would have recommended Abrahams Plains for spectacular views of old city and St-laurence river. But I don't know if flying drones are allowed there. You might want to check this post New Canadian drone laws deviate widely from U.S., FAA approach. If that does not work, drive north to Ile d'Orleans (Orleans island) for plenty of open space and pastoral setting...

Intrusive UAV flying regulations. I was there at the beginning of 2019. Most interesting areas were Red as in No Fly zones, although most weren’t adjacent to key installations. But pursue authorization 1st and expect a positive reply.
