U.K. startup company advice please

Hi there
With the ever improving micro camera situation should I invest in a enterprise dual for example or go large with a matrice ,
the change To easa regs Makes me feel that small will get better permissions when bolt ons are released for the gvc if that’s how the regs will be formulated

No-one can tell you want you should "invest" in, especially without any knowledge of what your drone experience is, how many customers you have and what work they require you to do.
But if you are seriously going into business, you really need to have a second drone for backup rather than just buying one.
And if you aren't already making money in the business, I wouldn't recommend spending any serious money at all.
 
Agree with @Meta4 - if you're going into business you should have some idea who your customers will be and what it is they're buying from you (that's the starting point for a business plan, instead of a dream of being to fly a drone all day), how many you'll have, how much they will pay and so on. Knowing that makes selecting the equipment easier.
TBH the new regulations making thing easier is a mixed blessing, previously the operator could handle all the paperwork and so their clients didn't need to; reduced paperwork may mean clients choose to do some jobs for themselves.
 
Thanks for your input I did not flesh out the original question as it was specifically aimed at does size matter when deciding on a drone for commercial survey purposes however I’ll try to respond to your comments
So I passed the gvc using a mavic pro 2 which I intended to use as a back up having spent forty years in the building industry laying bricks and having a H&S diploma My business plan is focused on construction Site work and roof surveys I will not be doing weddings ,barmitsfers and funerals , not to reduce my target market but to focus on specific sector requirements ,from my building contacts I have a solid lead for a contract doing commercial warehouse surveys , the business will not launch till early 2021 if I do decide to go small I’m looking at the parrot anafi USA as I’m thinking the thermal sensor is as small as reasonably practicable for commercial operations ideally I’d opt for a 640 thermal but as American options with these sensors are not licensed to the U.K. I’m hanging back to see if the mavic three enterprise will compete if it turns up before the end of 2020
the original context of my post was to seek opinion on how the effect of new legislation might affect the size of commercial drones

All you've mentioned is thermal survey.
Is that going to be your major focus?
It's a rather specialised area and there aren't many users of IR here.
You'll find more users that might be able to give appropriate comment over on the commercial pilots forum

If By commercial survey you mean precision mapping you’ll need some thing like the P4 RTK.
That clocks in at about 6KUSD.
If you’re just doing construction site surveys then the m2p does fine I’ve done tons of them with that.

The advice to wait and see what your customers want is very good advice.
