We Ask Again: Where Were the Drones?

There are other considerations to think about when using a drone for this type of work. Type of drone, battery flying time, environment, weather, airspace (local air traffic), allowable AGL limits, signal interference, obstacles, operations over people, all of which we already know. All of which can effect the effectiveness of the mission.
In a wide open area, with clearance, a good camera (possibly with zoom), you could effectively fly around the crowd, or stay over surrounding buildings, without needing to operate over people. This would still allow monitoring high points, roof tops, and other suspicious areas.
In city environments you now have tall buildings limiting effective viewing of required areas and increasing a need for operations over people, communication/power lines between buildings, signal interference, VLOS, etc. This would limit viewable areas and increase the chance of missing a suspicious person or activity.
This is not surveillance in the normal sense as watching a specific person or place for an extended time. It is a SEARCH similar to looking for an escaping subject or prisoner, to prevent a crime and/or prevent loss of life. So surveillance laws would should not be in play.
In either case, use of drones for these activities can be an easy operation or a complicated one based on location and local city, county, state laws. IMHO, when an event such as these occurs the Local Law Enforcement if equipped with UAV's or depending on the speaker, a Federal agency, could and should where possible make an aerial sweep prior to, and during the event as a standard security procedure. Today many Law Enforcement agencies already have drone fleets. Of course, there will be lots of feedback. Who funds it, who is in charge, what equipment can be used, who doesn't want their toes stepped on, etc. The new BLOV rules will obviously effect these operations unless it can be modified.

You make good points. As a journalist, I’ve often seen people walking on roofs while operating a drone, somehow they stand out in an otherwise static space. A figure moving around a grey roof is quite visible. Hiring a couple of well trained drone pilots to survey the area before hand and during the event could give security a warning to pause the event, keep the speaker away from or off the stage. I personally didn’t agree with Kirks POV either.
We don't need drone coverage, we need to bring back public hangings for these type crimes.
Would you have the same opinion on a guy who ordered a hit on a boat full of people who may or may not have been moving drugs?
Deer hunters spot a deer, lean against a tree and make kill shots at 200 yards on the regular around here. Not that the guy wasn’t there for that long, but he didn’t have to be there for at least five minutes to make that shot.
Looks like he was going for a head shot and didn’t get windage and elevation just right to me.
What bugs me is the person that took video of the shooter and was “just sayin” there is somebody on the roof but didn’t have sense enough to call 911 instead of taking a video to post for attention. Disgusting.

I feel that a single drone popped up a minute before a speaker coming on the platform would have easily seen the form of a body in a laying down position at the Kirk and the PA incident. So simple and so effective to pick out a form from above on a building, I'm sure, as building tops were light and figures were dark.
That would have given time for the powers that be to have done some investigating and/or arresting of the subjects seen in those rooftop positions and lives probably would have been saved. I am amazed that such a security feature is not used.

He was actually hit in the chest & it ricocheted into his neck. So the guy hit him on target. Jacketed bullets are notorious for taking off faces when wearing a vest with plates inserted. Most likely he was wearing 1 of the most expensive vests you can buy, the executive kind. Made to be worn under a tee shirt or dress shirt.
That's the first thing I thought though. If people were allowed to fly drones he would've been spotted immediately. Hopefully they'll reconsider allowing this as in my view, the risk of a drone falling into people is, especially now much less than some horrible human being doing something like this again. He copycatted Trumps attempted assassination and the Luigi guy in NYC.

And, what happens when eventually one augers in or wanders off?
Then, how do you craft legislation so it stays in the hands of the protectors and not the Bad Guys without giving the protectors free rein to be snoopy?
I hate giving problems without solutions, but I am at a loss here.
I completely agree with you but if a bill was put before congress to give national permission for drones to patrol the perimeter of outdoor political rallies to save politicians necks they would pass it, unanimously, in a heartbeat
