The issue I have here is....how are batteries managed so that the drone is ready for flight on a moments notice? A set of batteries rotated constantly on a charger?

Yes, no doubt they’d let the batteries auto discharge after X days, and have a set freshly charged to go at the right time.
They’d have to be aware never to fly once a battery has started auto discharge, or risk potential fast % SOC depletion.
It would take some serious log book type management to be sure they have battery capacity for an average flight need, and that management of all the batteries in that drones kit is precise for battery safety and longevity.
Not an easy task, but one a tailored system could maintain, given the types of procedures such workplaces have to follow in general.
