Scott, Torrance Beach area is controlled airspace but there is LAANC service with ceilings of 400 ft. I haven’t seen city regulations pertaining to UAS but a closer query is probably warranted. Manhattan Beach has a portion that is outside LAX. Air Control app and it will help you.
