OP, it matters not if your deer are on your land. State F&G laws apply to your land.

Do you have a Captive Bred White-Tail Deer License? If so, you can check on your herd. If not, no joy.

As an aside:
I'm a forest ecologist with 30+ years experience in NY and New England and I manage 10,000 acres and 28 hunters for a regional land trust. Let me tell you, my friends, the use of drones by hunters is out of control, especially in Maine. The laws really haven't caught up with this problem yet. What's needed vs. perps are a 5-year ban on hunting licensing and confiscation of drones and firearms.
Just another, of the many, example that show we actually have no real ownership rights to land in the USA. Not much better than China in many ways. Frustrating.

Really now? It's very much different from China. Yes, we certainly do own land here. But we don't own the wild animals,or the air and water that move across it, or the airspace above it.

Actually, you do not. Stop paying your taxes and see what happens. Have a nice piece of property that the local or state govt decides it "really needs" for "progress", then watch imminent domain come at you. It certainly could if the EPA (one of the numerous agencies that passes "law" to control what you can do with "your" property) decides it needs to be "controlled" to "protect" our nation's waterways: Waters of the United States (this one thankfully cut down...for now)

Well now, the EPA and other federal agencies do not pass laws. (If they did, the Federal Bureau of Punctuation and Clarity might have something to say about all those superfluous quotation marks.)

Taxes bad.? How else would you suggest we finance those conveniences we've become accustomed to, like Interstate highways, police and fire protection, our military, air traffic control, national parks and forests, public schools, ...? I don't mind paying my share. Yep, if people try to freeload and stop paying their share, there are consequences. I'm ok with that, too.

U.S. government bad? Well, with 345 million people sharing this country, not everyone gets their way all the time. If everyone had total control over their property, do you think it would be possible to build roads or run fiber optic cables and water lines? You know, there are other options available for residency. But all of them come with obligations for coexisting in a society with other citizens and pulling your weight.

To maintain some drone content, someone might want to comment on how we may think we own our drones, but then the government steps in and tells us where we can and can't fly them and makes us pay a fee and put numbers on them if they weigh more than a few ounces.

So you confirm what I said - we don't really own our land. I didn't say taxes were good or bad, just pointed out the fact. Totally different argument on whether or not property taxes should be the right way to fund the things you mentioned since they are not done equitably or fairly. Of course many things you listed aren't tied to property taxes.

Regarding drones, for sure, you own it but you don't have rights to use it anywhere you want - of course this gets back to the original point - should you be able to fly over your own land at any time, even if wildlife is there?

We don't own the airspace above the land or the wildlife on the land. Both belong to the entire country. We can't shoot deer or other wildlife whenever we please. And we're bound by whatever laws concern harassing them, whether they're on our land, on the neighbor's land, or on public land.

Is there anywhere on Earth where each individual property owner has absolute control over everything on or above their property?

There must be alot of open space for the drones to be effective in searching out deer. In my rural are with alot of deer, its nearly impossible to see one during a open hunting season due to the woods and brushy areas. In the winter, when the leaves have fallen I have saw deer only when reviewing footage on a computer. Seeing one on a phones screen is next to impossible. I have saw deer in fields before, but the fields must contain a crop that grows low to the ground. Around here its mostly corn which is too obstructed to see deer in. Perhaps in western states with vast open areas I can see where drones should be prohibited. Any sportsman isnt looking for easy target, rather hunts for the challenge out of respect for the animal they hunt. I also have an issue with all of the fancy electronics used these days for fishing. To me shooting an animal with the help of a drone is harder than catching a fish with $$$ in fancy electronics.
 
It might be a little stealthier to use "Cine" mode after setting the flight parameters for that mode toi the minimum possible speeds. That will avoid having the motors spin up too much, which will help keep the noise down.

Just look for deer distracted by other things. The buzz of the horsefly bothered him more than the buzz of the drone.
