Why is altitude hack not pssible on mini 3 but it is on mini 3 pro?

Its is possible to remoe the 500m altitude limit on the mini 3 pro, but not on the mini 3.
Why?

Its basicly the same drone other than that the mini 3 pro have obsticle avoidence scensors.
