Will DJI offer Care refresh on the Mavic Mini

I know it is speculation, and we will find out in less than 2 days, but do you think DJI will offer Care Refresh on the Mavic Mini? And for how much? I am not familiar with DJI, and I am not sure if the Care Refresh packages vary in price based on value of the drone, but if the Care Refresh package id $99, and you still have to fork over more $$ if you use it, does it make sense on a drone that is <$400??

Sure, at the price point that makes them profit.
(I have DJICare on all my drones)

I think the care refresh is 1/8th of the selling price or around 15 percent - I read it somewhere.

For sure. They've offered it on all of their other consumer drones.

What are the restrictions regarding replacement? Flights over water / under trees covered?

You can even accidentally run over it with your car. All that is required is that you have all of the AC to return to them. They may deny claim if it was opened or modified, but that's more for warranty claim.
