0.55 lbs Rule in USA

Is the 0.55 lbs limit for recreational flying without registration just a policy advertised on the FAA website, or is it a regulation or federal code of some kind?

The reason behind the question is that 49 USC 44809 only says, "registered and marked in accordance with chapter 441 of this title." There's no mention of weight in any of those sections. So, the exception for recreational flyers under USC doesn't technically say it can be done without registration.
 
At this point, I think we can all agree that the drone must weigh 250g or less at take off otherwise it has to be properly registered with the FAA regardless if you intend to fly recreational or commercial. I don't think there is a valid interpretation that permits recreational flyers to optionally register their drones of all weights.

Thanks @msinger It's something I've seen maybe in the 107 recurrent training but it never comes up in Google searches. Going to save that in my UAS folder for easier reference.
