When flying as a hobbyist, you are not allowed to fly over people period. But under part 107 is allowed as long as the person is notified or the vehicle that you are following is notified and in a restricted Space?

Actually for recreational, that falls under CBO rules. No CBO has been officially qualified yet, but AMA rules are generally recognized until AMA and any other CBO is officially qualified.
