Airspace Authorazation

I just got authorization to fly in class D airspace on Martha's Vineyard. In reading through the approval is says I have to contact ATCT 15 minutes before and after I fly.This is something I have not heard of. Any comments?

It is what it is. I've had to contact a couple towers here in the Phoenix area for work flights after receiving airspace waivers and found the process quite easy. I had to provide the FAA registration number of the P4P that we use when I spoke to ATC at Luke AFB.
