Yesh DJI has acknowledged you can use it as a steady-cam (minus audio) when the arms are folded.

if you SOMEHOW manage to start the motors up with arms folded, you shouldnt be anywhere near a drone

You know ... you have to open the garage door before you drive your car out -- just sayin... I mean, technically, you could drive through the door but I wouldn't recommend it.
