It seems there's a lot of jumping to conclusions about the intent of the pilot and his flight parameters. Not all such flights are related to agriculture. For instance, do you have a local mosquito control district or a problem with an insect infestation that's more widespread than the extent of local croplands? Such planes are also used for wildlands fire suppression. The state of Colorado owns a couple of them expressly for that purpose.

No Jumping to conclusions. Read my earlier post and you'll see I already made suggestions in that regard, to which the OP already responded that he had already looked into it.
As far as I am aware, the Agcat has been dropped in favor of the more efficient Air Tractor series for every operation, except agriculture...and that is dying, seeing that there hasn't been production since 1995. There are none in use for fire suppression at all.

Looks like there are a few drones flyers taking advantage of the shutdown in the NPS but mostly the other "criminals" are the base jumpers:

I've never seen an eruption of Old Faithful that wasn't witnessed by hordes of visitors. I would be pretty hard to get away with a stunt like that and not be reported by somebody.

With a range of over a mile, I think it's possible to get away with it.

If getting away with something floats your boat, then you're probably right. On the other hand, if anyone in the crowd is offended and can access your RID, then you might be toast. As always, obeying the law is a good thing. My suggestion, if you must defy the law, is that you stay in Tampa and stay away from Yellowstone.

Laws don't mean anything if:
A) There's nobody to enforce them
B) There's no enforcement even if there is someone
C) You have enough money or stature to just thumb your nose at it and nobody will hold you to it
D) Are willing to suffer the consequences if caught breaking the law
E) (personal opinion) If nobody will be inconvenienced in any way if the law is broken.
