Can different drones have different restrictions out of the box?

I have two mavic 2s. I've never clicked the update message but somehow I think in certain areas, one is more restricted than the other in terms of height limitation. Just wondering if this is possible without ever updating anything.
Just wondering if this goes for all models, not just Mavics.

it depends on the production date if there are firmware updates during production then they are flashed with latest one in the system
