I know LAANC is an FAA thing so that's only available for certain airspaces here within the US, but I could be mistaken. Lord knows I have been about things in the past

and to answer your other question, if you want to legally pilot in controlled airspace then yes you need clearence and you need your 107. That being said, it's unlikely black helicopters will come swooping in on you for flying recreationally in some class B as long as you aren't near an airport or ******* with someone
