Fixed Wing mode inconsistency

Does Fixed Wing Mode have an upper limit on speed during its initiation? There's a lower limit - 3m/s for at least 3s, and I was thinking that FWM should engage even when pushing forward stick to the max for ar least 3s. But when I do that, FWM engages, but cancels itself as soon as I release the stick.

Anyone found a solution to cruising in FWM at max speed without "pushing the pedal to the floor"?

Last I used it you had to be not too slow nor too fast to engage it, but then you could push it full speed for as long as you wanted.
