France & Luxembourg drone laws

I'm going to Luxembourg and France in March. I see online that both countries require some paperwork, and Luxembourg mentions a big fee to be paid (€619). Definitely can't afford that, but I'd love to do just a little bit of hobby filming. Anyone living out there, or who has travelled there - did you fly? Did you go through the paperwork or did you find that as a hobbyist you didn't get hassled?
 
Luxembourg: My brother told me that the fee is only for drones over 2kg. The max hight is 50 meters and it's not allowed to fly over industrial or military areas.

Around the airport there is a 5km no fly zone and around helipad and hospitals 2km no fly zone.

If you fly over private property you need to get approval of the owner.
