Brilliant thanks very much all now very clear I think I'll take my Mavic to Abu DhabiHi. Yes and no. Dubai is one of 7 emirates, and they have a FAA equivalent called the GCAA. It took me 5 minutes to register the mavic with the GCAA online, and they provide an app, called Drone Hub that will tell you about the no-fly zones. I think that this is for UAE residents only though.
Dubai has its own FAA called DCAA, with different regulations and no-fly zones. To fly a drone in Dubai, you need not only to register it, but also to take a Drone Driving License. It's probably for residents only.
So, anywhere BUT Dubai: GCAA registration, no license, Dubai only FCAA registration, and license required. I am sure that they issue permits for non-residents as they organise some FPV races here from time to time.
