I used to live in Beaverton, Vancouver and later on Livingston Mountain, north of Camas. You have a lot of controlled airspace around PDX, but during a visit back to the NW a couple of years ago I was able to fly on Livingston Mountain from a friend’s property. You might try the motorcycle park on the north side of Livingston Mountain. There must be BLM land in OR or WA that would provide good flying opportunities.
