Help decode NOTAM

Can someone please help me decode this NOTAM? I am a bit rusty, trying to understand it. thank you much

thanks tried that, not very clear. To me it's saying the area from SFC to 1200 AGL is UAS airspace during the hours of 7AM - 1PM between the specified dates. Does that sound correct?

And if so, is that for one person/group with a waver or any licensed 107?

Sounds reasonable. Typically it is for the person that requested the waiver.

I wonder how I can get a waver like that!

It's probably military then. There are bases all over around here. just a guess.
