I guess when you leave the country, you have to follow the rules in the host country but I'm sure you can probably "buy" a day pass to fly your drone in that port.

Yes, you need to follow the rules of the country.
In that particular port, there are no permits to buy. It's strictly not allowed.

In the DR, there's always a way to get permission especially if you are on a cruise ship.
