The idea of useing a kite for observation predates balloons (it was mentioned in the famous book The Art of War) The Chinese sent up observers using very large kites with teams to operate them (it never said how they got back down) so a camera should work!
As for height I don’t know of any limitations except thunderstorms

I still have a commercial kite which I used for KAP, for quite some time a few years back. It had a picavet arrangement which kept the camera gantry level regardless of the kite angle, and also had a 360 degree radio control rotating gimbal. I did several aerial commercial jobs back in the day. I could go to 500 ft. with my rig.
