Iam not getting the full 21 minutes as said at purchase but about 10minutes.
Iam using a Huawei Phone and not iPhone.

What could be the problem?

The 21 minutes comes with a caveat: (from the manual) 21 minutes (0 wind at a consistent 15.5 mph (25 kph))
So, there are lots of things that can reduce flight time. Like how much wind the drone is flying in, how fast you are flying, the outside temperature, how much charge was actually on the battery at takeoff.

Take notice of the conditions next time you fly and see if the things I mentioned are a factor. Until you get it resolved I would not fly the batteries past 40-50%.

You might get 21 minutes if you fly from 100% to 0% battery on a windless day in P-GPS Mode. If you start with 100% and land at ~30%, flying in P-GPS mode with OA on, you get ~15 mins. If you continuously zoom about in Sport mode, expect about half of that. Also, less flight time in really cold weather.
