You can use a standard 2A charger, just won't be as fast as a QC charger.
If charging off of a standard USB port on a laptop or PC, that might only be receiving 500mA which would take hours to charge, like 10 hours.
But in any of those cases, the LEDs would blink sequentially, not simultaneously.

I have this same problem while charging it with the provider charger and cord plugged directly into a socket.

I plug it in, the normal "left to right" charging begins, but after the first two lights, it switches to flashing the right two lights over and over.

Does not seem to change after charging it for an hour plus.
