In the Dominican Republic last year, I got a permit from the IDAC, their version of our FAA. After doing a lot of conflecting reading, I could find no permit process for recreational flight in Mexico. However, a friend that travels there regularly did indicate that if a law enforcement officer makes up some bologna, normally you are presented two options, a enormous fine or pay $20-$100 USD in cash and its considered resolved.
