Why when in R-4006 controlled airspace in Heathsville, VA with a restriction of 3500’ and up do many apps I look at show it as a no fly zone?
 
Why when in R-4006 controlled airspace in Heathsville, VA with a restriction of 3500’ and up do many apps I look at show it as a no fly zone?
Because it's a Special Use Airspace. (Not a very good idea to fly with any aircraft in that area)

R-4006
R-4006 is special-use airspace located approximately 20 NMI east of the Patuxent VORTAC, Channel 123, bearing 090°. The airspace extends from 3500-feet MSL up to, but not including, FL250. R-4002, R-4005, and R-6609 are within, but excluded from, R-4006. R-4006 is utilized primarily for aircraft RDT&E exercises. No ordnance is authorized in this area. R-4006 is available continuously.

No idea which "many apps" you're looking at, but the online maps from DJI and AirMap don't show it as a no-fly zone.

Fully understand where and what R-4006 is. The floor of R-4006 is 3,500 ft, so from 0 to 3,4999 ft is not in R-4006.

Never looked at it that way, I guess all areas are marked and you have to look at the area details to see if the restriction applies to your flight. It seems the DJI app would not give you the warning since the altitude is considerably higher than the legal flight limits. Thank you for the info.
