Is there a way to download the entire world (80GB) onto the SC's SD card, then use this hi-res map for all DJI GO4 and Litchi map display. Ideal for travelers.

No, there's no official way to do it and eventhough you could manage to get the planet file of OSM (all vector data) onto a big enough SD, the SC will most presumably not have enough power to stream through the data and render vector tiles with a stylesheet fast enough.
