yes you can get a drop kit for the mav just be careful that you dont snag the line when its attached to the mav and i would keep around 6-10 ft above the water to give yourself some wiggle room in event of a problem

That would be no problem weight-wise. People have attached accessories that are far heavier than a small lure.

Depends what country you are talking about. Since this is an international forum we have no way of knowing where you live (unless you state where) and laws are different for different countries.
Some prohibit anything being dropped from a UAV.

Additionally, I have never seen a MTOW quoted for the platinum.
