Will it be used for those enforcement situations? Sure, as LEO and/or agency time and resources allow. Which means almost never.

RID is about deconfliction. It's TCAS on a budget for low altitude flight. It makes it possible for aircraft to avoid each other automatically, enabling this 30:1 single operator situation.
