Permissible flying height

So the permissible flying height is 400ft / 120m. How is this defined? What if you took off in a valley but flew 150m up a mountain? Is it 120m above ground level directly below the drone?
 
Height is defined as AGL (above ground level) at take off point (home point) by the DJI app. As far as what's allowable, you are allowed to be 400' above the ground directly underneath the drone, but you may find other technical limitations in doing so.
 
It's simply 400' above the ground that is directly below the craft. If you launch in a valley, and fly up a hill - you can fly up to 400' above the top of the hill.

But if you set your max altitude in the GO4 app to say 400', that will be based on your take off altitude. so if you fly towards a 600' cliff, you will fly right into it. You will not be able to rise above the cliff unless you change the setting in the GO4 app.
