Philly Tower

Anyone else here ever attempt to call the philly tower? For months when I call the number given I get automatic voicemail email telling me whom I want to speak to isn’t in. I’ve left messages none were returned. How can you notify tower if they don’t answer?

Every program I have only gives the number for the tower. Where and how do I find ATC?
