Premiere Pro editing question

Hey Guys I've converted my 60fps 2.7k footage to 24fps. and for some weird reason the total footage is up to the blue line but the rest is just non playable blank footage. why is it doing it? why isn't it cutting exactly at the blue line in the sequence? I do have to say that I'm using proxies due to my computer being a little slow when editing. The moment I turn off proxies the video slows down, which is what it's supposed to happen and the actual sequence timeline matches up but the moment I turn proxies back on, it goes back to it's original speed and don't really sync up.

Here's my proxy settings.

I have found the solution. It's the proxy not knowing that it's a slow mo footage.
Here's the solution in case you run into the same problem.

A reliable way to change a clip's speed is to interpret as different frame rates before adding to timeline, not sure how that works with proxies though, only rarely use them due to the not inconsiderable time rendering them beforehand so good info.
