I live about 4.5 miles from Miami International Airport. My question is with a major airport, are they actually going to field my phone call to ask them if I'm ok to fly my drone 200 ft at a local park?

If you're not a commercial part-107 drone pilot, you don't require their permission. You only need to notify them.
