Have open area with rolling hills and a wide deep wash out
set elevation at 100’ for RTH does drone fallow ground level or does it stay at level you push RTH

All altitudes, reported on screen while flying, as well as the rth altitude, is with respect to your takeoff location. To clarify, home location launch altitude would be zero

if the drone is further than 20m from the home point, it will rise up to the RTH height that you set in the app ,it has no idea of what the ground topography below it is like so if you set the RTH height to 100 ft it would go up to that height and then fly back to the home point at that height ,if on the other hand if it was higher than 100 ft when you pressed RTH then it would come back at that height the height shown on the app screen is only accurate above the home point or if the surrounding area was flat like a desert plain
