Does the rth height count from where you take off from? ie if im already 60 meters above sea level when i take of the rth height will be from 60m above sea level...Thanks

The RTH height will be whatever you set it to, measured from your take-off point.

Return to home is calculated from where you take off.

When RTH is initiated, your drone will ascend from the current altitude displayed at the bottom of DJI GO (the altitude above the takeoff point) to the set RTH altitude. If it's already above that altitude, it will fly home at its current altitude.
