Location, altitude requested, and complexity of the request will determine "wait time". If it's an easy one the computer will issue an almost instant approval. If it doesn't fit into the "Easy Button" template it's referred to a human being for review. If the human says it's easy then you get an approval in a few minutes or a day (Depending on how quickly the human reviews it). If it's a marginal one they can take weeks to review.
