From what I’m reading the mini 2 falls into this category and can therefore fly anywhere and at anytime ?

I just did a quick search, and it appears to be the same as in the States: Under 250 grams don't need registration, but ALL other restrictions apply to all drones, even toy ones with less than 100-yard range.

No. Ignore what you read from Google searches unless it is directly from the governing body - CASA.

Contrary to what CASA states in their regular Drone aware publications, there is an option for qualified pilots who hold a RePl (Remote Pilot) licence to fly at night. That requires attending a 5-day course in addition to flight testing. You would also require a Remote Operators Certificate.

That's not correct.
It may be exempt from registration, but it's not exempt from flying rules.

And a drone under 250g is unable to carry any useful payload.
