That sounds like a good deal. I know a bunch of people who use them and love them. Im an Android user, so it wouldnt work for me but you could at least try it. If you dont like it you could always sell it and make a little bit of profit.
For $150 that's a good price if it's the 128GB model.
Note that no iPads have GPS unless they are cellular models, which is ridiculous, but that's classic Apple. Shouldn't be a big deal unless you often use dynamic home points.
It's 2013/2014 hardware though so honestly not worth much more than that, even though Apple is still selling them at ludicrous prices (here in Canada they cost literally double that of a 2018 iPad 9.7" which is hilarious).
Now that Apple finally updated the Mac Mini (also a 2013/14 product) the iPad Mini is one of the last products most desperately needing a refresh.

I have a mini I use for my Spark and an Air I use for my Air (never noticed that before). I only use these tablets for the drone. Except for initial load and syncing flights it is in airplane mode. Works well.
