Finally figured out how to do the tilt-shift effect in my video editing software, Cyberlink PowerDirector 16. This is 90 seconds compressed to 16 seconds. Then a blur mask applied to top and bottom thirds of the image. Finally exposure, saturation and other color adjustments are made until the final effect is achieved.
This was taken 200 feet above a busy intersection at a new riverside development in my community. Evening sun is off-screen right for pretty dramatic lighting.
