Using Air 3S (not that I think it is specific to this model.) and a DJI RC-N3 remote. (Again, I don't think this matters.) I usually fly with an iPhone 16, but would like to create Waypoint flight plans on an iPad Mini (with more screen size.) and hopefully an iPad Pro soon. But in my testing this it seems the plans are actually stored on the mobile device so one does not see what the other sees. I know about and have successfully used the hack to move and rename files on the device, but seems very involved.
Is anyone aware of another means to plan on one mobile device and transfer to a different one?

Nope. The waypoint files are uniquely named and thereby tied to the device on which they were recorded. You need to first create a placekeeper two point Waypoint Mission on the target device, and replace it with the one from the other device, by renaming the one from the other device to the name of the one you created on your target device.
