Unfortunately, many of the rules are there because some people who DO fly drones don't really understand them. A few did really stupid and dangerous things that created a need (real or imagined) to restrict flights in certain locations.
There are hundreds of miles of coastline along Washington and Oregon to fly your drone that would be easier to access. This park is specifically harder because it’s more isolated in a natural bowl or cove I guess is how I’d say it. I think the Oregon coastlines are easier and more expansive. You could pop up real quick and get video or photos along the Oregon coast easier because most of it has a major highway (like California) that runs down close to the water.
