What has changed? Is this capability also presently available for the Air 3S in the United States? Will the Mavic 3 4G dongles for the Mavic 3 aircraft also now be finally supported in the United States?

Here is the present list of countries where 4G capability is enabled/allowed.

Currently the support countries are as follows, Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France ,Germany, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom. And China.

I don't suppose this capability is supported in Canada as well correct ?
What about RTH ? Say your remote loses connection, would you be able to trigger RTH via 4G ?

Not in Canada yet.

Nope. Nor Canada darn.
Darn indeed! 4G enhanced transmission is one of the most useful features for urban flying around tall skyscrapers, where maintaining LOS is often impossible. That pesky FAA VLOS requirement is likely the reason for crippling the 4G capability in the U.S..

how try use 4g dongle/ i have 3s,just need buy sim card,activate card sim,insert to drone and fly and thats all?

In countries where it's supported, yes. For the rest of us, a SIM card in a drone does nothing.

You can set it to RTH anytime it loses connection!
 
It is also supported in Aussie and New Zealand although not listed on Dji website. I have it working currently.

in my country supports 4G dongle . so buy need that supports 4G , if try 5G sim then no works?
The dongle only supports LTE and 4G. I'm getting a new SIM this week. We'll see how that works in the controller with the DJI dongle.

what means this/ its mean i pay for fly if use only 4G signal?...' if fly is only with 4G signal then 30min flying consumes 1GB data from aircraft and remote controller...'

I got a 5G SIM and installed it in the controller today. It works fine on 4G or LTE since the dongle does not support 5G. Putting a modem in the drone won't do anything unless you live in a country where that is allowed. The data plan SIM I have installed in the controller just updates maps and allows for updates in the field as long as I have cell service. I typically use less than 2 GB in a month for this purpose.

so,if i insert sim card with 4Gb internet plan ,and 30min fly takes 1Gb data,so,i can fly 4 once a month till card has internet? working sim card without internet dont works for fly?

You don't need cell data to fly the drone. That has it's own WIFI signals for control. The video/photos are saved to the SD card in the drone and the SD card in your controller if you want. All of that occurs without using cellular. Now if you live in one of the countries I posted above, then you can use the 4G network for controlling the drone. You don't have to download your video/photos over the network - just let them get stored on the drone. Yes you will use more data if you are on the cellular network out of range of your controller, but it won't be a lot. You can get a data plan with 50-60 GB of data for less than $40 CDN a month. The plan I have is $20/month for 12 GB of data. More than enough for my needs.

does i can use only 4G signal and disconect from dji wifi mode? as flying near ground at longer distance wifi signal lost. also if i fly in both modes at low ground and lost wifi signal,how fast drone switches to 4G signal and what it doing in moment switching if i fly fast near ground ? drone stops or just ascent to high rth altitude?
