Best video settings for Premiere Pro CC 2018?

On all of my machines the playback / timeline scrubbing of 4k footage is super slow and choppy. Even on my i9 7900X / SLI 1080Ti / M.2 2TB 970 Evo gaming rig with 32 GB of ram.

I'm guessing I am using the wrong recording settings? I want to do all of my post processing in Premiere Pro CC 2018. Should I be recording in HLG - H.265? I'm new to all of this editing stuff, learning as I go.

Look around on youtube for Premier pro proxy. Smaller files for smooth scrubbing/workflow editing. An extra step at the start but still exports full res.
