I 'll be visiting Germany late this spring while on vacation. If it's legal per German law, I'd like to do some recreational flying of my DJI Mini 4 Pro for the purposes of amateur photography. Can anybody point me in the right direction, or offer advice regarding the rules and regulations of a non-resident flying a sUAS drone for non-commercial purposes while visiting Germany and/or Luxembourg? I'm a US citizen and FAA Part 107 certified if that makes any difference, however my guess is it doesn't. Thank you!

I'm sorry...I don't see a link for the article you mention??? I know I'm going to feel real dumb...

Thank you.
The word "article" has a hyperlink. Just click on it

So...reading the hyperlink data provided above...it appears there is no "49 USC 44809: Exception for limited recreational operations of unmanned aircraft" such as we have in the USA, for recreational-ONLY sUAS flying in Germany??? Can somebody-anybody please confirm that???

Thanks again.

You will need both a liability insurance covering Germany and a user identification code (e-ID) which you have to apply for at LPLUS TestStudio and which you will have to attach to the Mini 4 Pro.It will take some time until the e-ID will be sent, so you better apply before you will start your trip.
And you should take a look to the EU drone laws, e.g. not flying higher than 120m over takeoff location, avoiding restricted areas such as airports, not flying outside visual line of sight and so on.

I'm also going to Germany, Berlin next month.

I don't realistically expect to fly in the city center.

But I was just playing around with Droniq app. You can pick the drone weight class and the category of flying -- A1, A2, etc. Then tap on the map and it will say what is prohibited, allowed, etc.

As one might expect, most of central Berlin is Prohibited (comes in red). As you move further away, you check some uncolored zones and it appears that there is a 1 NM (nautical mile?) restriction from the Reichstag, the German federal building, the famous one with the modern dome.

So for instance, all of the giant Tiergarten park is Prohibited even if parts of it are unshaded.

But head out more southeast (in the general direction of Brandenburg Airport) and there are parks where it comes up with Disclaimers in green. The Disclaimers all are general safe flying rules like if you fly FPV, you have to have an observer. But these all have Positives, which include things like 120 meters ceiling, VLOS, outside, NOTAM etc. which all appear to be A2 rules.

All the interesting buildings in central Berlin are prohibited, so you wouldn't be able to get near the Brandenburg Gate, the TV Tower, Alexanderplatz, Museum Island, etc. I'm not familiar with what is outside of central Berlin.

But I checked Potsdam, which is near Berlin, about an hour by train is my understanding. It's suppose to be famous for palaces and such. Center of Potsdam, near most of the waterfront is Prohibited. But move further away and I see a lot of Green areas in the Droniq app.

For instance, there's a huge green space west of the center where you have all these palaces including Sanssouci Palace. I was surprised it's showing as green. But even if it's allowed to fly, I would guess on a good weather day, there would be a lot of people on the grounds of the palace as well as the surrounding green space.

In any event, it would be my first visit to Potsdam (been to Berlin once but it was almost 20 years ago) and I would probably spend my time visiting the Palace and the grounds rather than flying a drone, because I also travel with a full frame camera and that is my main capture device.

So I'm not sure about packing a drone. I'm actually only going to be in Berlin for 5 nights. For a longer trip, I'd definitely try to find places to fly.
