Can I Purchase Care Refresh from dji if

I have looked but I have not found where the answer is.

If I purchase a dji drone from a vendor that does not offer Care Refresh can I just get it from the dji store?
I assume yes, but assuming makes an a s s of me sometimes.

No one offers Care Refresh except DJI so I believe the dealers are actually completing the process on your behalf. Used to be you could buy a Plan which was a Card with numbers and you are free to use those numbers to apply to your drone as long as you are eligible. Any drone which has never had care refresh in the past is eligible; it can be a new drone, it can be used, it can be already activated. There are a few exceptions but you can use the drone's serial number to check your US eligibility and you may have to submit a supporting video to complete the process if your timing is off:
