commercial or non-commercial

I have just joined this site a short while back. I searched around in this forum and did not find a post that asked my question. So, here it is:

If someone is working for himself with his own drone but has plans to later sell some of his footage, is she a commercial or non-commercial drone pilot? I guess initally in the US, but later on maybe Norway too.

If you shoot footage with the intention to sell it, you're doing commercial work. If you shoot footage to somehow further a business, you're doing commercial work.

Thank you. I asked because in some video permission situations, the only question is whether you own the camera or not. I see now that this is not the case for drone use.
