Does a drone with the following specs exist?

I am not going to specify the reasons for such a drone, the drone is not for me, someone juts asked me if sucha drone exist, so I just want to know if it exists.
Doesn't matter if it is DJI or Non-DJI.

Something similar to the DJI Mini 2 but:

- Low price ($400 or less)
- 4K camera (preferably with zoom)
- Good flight time and range (20 minutes or more)
- Able to use it on 5.8Ghz only mode
- HD Realtime video transmission
- Doesn't appear on DJI Aeroscope and other tracking systems!
- Batteries can be charged using power bank.

The most important detail here is that it should not be possible to track the drone using Aeroscope, so I guess DJI is a no go here...
Any ideas?

No such drone exists within your parameters. None even close actually.

Does it need to have a RTH function, or is this a single use drone?.....and how many pounds do you wish it to carry?

Have your friend check out some Chinese web sites like "Gearbest" or "Banggood" they have many to choose from, from $50.00 to many $hundreds, shipping usually free or cheap. Only draw back is that it takes 3-4 weeks to arrive. I purchased my 1st non-toy drone there for under $250, real good flyer and takes good video. But the DJI mini just had far more bells and whistles. It all depends on how much you want to spend.
