It sounds too complicated. I fly very low just for testing only. This is my first attempt on active tracking around my neighborhood. The airport is literally less than 4 miles away and I am always scared when flying hoping the drone doesn't take off on its own. Download the AirMap or KittyHawk app for iOS/Android, and you can see the controlled airspace around you. It's pretty simple and you can usually apply for authorization and be granted it within 30 seconds via one of those LAANC-enabled apps. There's no exception to the law for "flying low for testing" if you are indeed in controlled airspace.
