How risky/feasible is to fly the Mavic 7 km away

He'd be perfectly legal to conduct this flight in Mexico so long as it wasn't done at night.

Legal, and smart are two completely different things.

Here's how I'd do it:
Shoot part of your video from your take-off point near Punta de Mita, head out a short distance over water toward the island at a given altitude. If you see whales, or something interesting on the way, film it. Then return with plenty of battery left.

Later, perhaps another day, take a boat to the island, fly a short distance over water at the same altitude as your previous flight. Then proceed to Playa Escondida and land. Then take several short videos of interesting scenes and scenery on the island, changing batteries and settings as needed.

When you are in post production, link the clips together, and edit them into an interesting story using transitions which are available in any video editing software. Add music which is appropriate to the locale.

You'll leave a lot of footage on the "cutting room floor", but you'll end up with a killer video which will knock the socks off your audience. All without putting your aircraft--or anything or anyone else--at risk.
