new 400 ft hard-limit for hobbyist?

not exactly new, but since 10/2018, the FAA set this hard-limit for hobbyist. can anyone confirm this?
 
That new rule is coming, but it's not here yet. For now, the FAA wants you to follow the existing rules. See more details here.
